Background:
City of Broken Arrow pretreatment staff prepared a quarterly report to the Regional Metropolitan Utility Authority (RMUA) outlining pretreatment activities for significant industrial users, commercial users, and food handling establishments discharging wastewater to the Haikey Creek Wastewater Treatment Plant. The activities listed are for the 3-month period of August through October 2018. The report is attached.
The following is a summary of the report:
All mandatory industrial user monitoring reports were received by the due dates, with no deficiencies. Yearly process wastewater sampling and facility inspections were conducted at Unifirst and Broken Arrow Powder Coating with no violations noted. Surcharges for bio-chemical oxygen demand (BOD), total suspended solids (TSS), and oil & grease above residential thresholds were issued to Unifirst each month.
Broken Arrow pretreatment staff inspected 135 food handling establishments (FHE) during this three-month timeframe. Manifests are checked for grease interceptor (GI) maintenance, GI are inspected, and best management practices are discussed with management. FHEs with improperly-maintained interceptors have been asked to perform maintenance immediately. Re-checks are done for non-compliance issues.
Technically Based Local Limits- Wastewater collection system laboratory analysis has commenced for calculation of technically based local limits for the Haikey Creek Wastewater Treatment Plant. Broken Arrow pretreatment staff chose manholes collecting flow from industrial parks, commercial, and residential properties. Selected manholes are being monitored for metals, biochemical oxygen demand, total suspended solids, oil & grease, ammonia, and phosphorus. The lab results will be used to calculate new wastewater discharge limits for industrial users within the Hailey Creek wastewater treatment system. The limits are to be submitted to the Department of Environmental Quality (DEQ) by May 2019.
A pretreatment program status report for Haikey Creek Wastewater Treatment Plant is required to be submitted to DEQ by October 31st each year. The FY 2018 RMUA Annual Pretreatment Report to DEQ was prepared and submitted to DEQ by City of Broken Arrow pretreatment staff. There was one industrial user that was listed as significantly non-compliant during this pretreatment year. Comgraphx/Communication Graphics was published in the Tulsa World as being significantly non-compliant with pretreatment regulations, as required by DEQ. Comgraphx has since stopped discharging from the silver recovery system because treatment was not adequate to meet Broken Arrow pretreatment standards. The Annual EPA Region VI Pretreatment Workshop was in Oklahoma City this year. City of Tulsa and City of Broken Arrow Pretreatment Coordinators delivered presentations about starting a Fats, Oil & Grease Program.
This concludes the summary. Staff recommends that the Authority acknowledge the August through October 2018 Pretreatment Report to RMUA.
