Approval of and authorization to execute Fiscal Year 2019 Budget Amendment No. 4 for the purchase of a Digital Fire Training System

Background:
The City received a grant from the Oklahoma Office of Homeland Security for a Digital Fire Training System. The grant pays for 100% of training system. This was not budgeted for so we are requesting a budget amendment to amend the budget to recognize the additional revenue and expense of the equipment.
