Background:
In order to alleviate traffic back-ups and delays, the City of Broken Arrow Engineering & Construction Department contracted with a consulting firm to design signal and lane configuration improvements for the 9th Street & SH 51 Ramps (Project No. TS1801) which has been let and is now under construction. The proposed design utilized the existing width of the Broken Arrow Expressway off-ramp to 9th Street to provide two proposed left turn lanes and one right turn lane with no shoulders which does not meet ODOT's minimum lane width and shoulder requirements. The pre-project configuration of the ramp in question included one left turn lane and one right turn lane with shoulders. ODOT was consulted and agreed to allow the project to move forward with the understanding the City of Broken Arrow would, at a later date, undertake the design of the off-ramp to meet ODOT's minimum requirements for lane widths and shoulders while bearing 50% of the construction and construction management costs with ODOT responsible for the remainder. The agreement in question identifies ODOT's and the City's responsibilities and well as sets a time frame, two years from the date of execution of the agreement, to complete the design of the required improvements.
