Background:
In 2008, Broken Arrow residents approved $1,400,000 to purchase land and an existing building to be used for a community arts center. The facility originally contemplated for acquisition was owned by the Broken Arrow Public Schools (BAPS). Following the election, BAPS' representatives decided to retain the building for use by the District instead of sell it to the city. On August 26, 2014, City representatives submitted to the voters a question authorizing to repurpose the original General Obligation Bond Proposition in order to change the location to downtown Broken Arrow and to make it primarily for acquisition of land and use of any remaining funds for construction of a building to house the arts center.

Voters approved repurposing of the prior bond authorization. The proposed plan is to build a creative arts center in the Rose District, so that residents may create and display their art. The Regional Arts Alliance of Broken Arrow (ArtsOK) proposed a Center for Arts, Innovation and Creativity to be located at the old site of AVB's (formerly Arkansas Valley State Bank) downtown Broken Arrow branch located at the southwest corner of Dallas and Main Street. Construction funding is available through $2.6 million of Vision 2025 surplus funding for a total project amount of $4,000,000.

The President of AVB, Mr. Ted Cundiff, confirmed that AVB has committed to survey the property located at the southwest corner of Dallas and Main Street, demolish the existing building and old drive-thru, and donate the land through a deed after the demolition is complete. Furthermore, AVB has also committed to provide $200,000 on an annual basis, $100,000 from AVB and $100,000 from Ms. Kelley Rash, for a term of ten (10) years which totals $2,000...
