Background:
The Broken Arrow Municipal Authority owns and operates the Adams Creek Lift Station. On May 26, 2018 one of the pump sets at the lift station was out of service for maintenance. During a heavy rain event on the watershed that evening caused the remaining pumps to fail and resulted in an overflow into Adams Creek. The overflow resulted in a fish kill in the creek. On May 27, 2018 upon discovering the overflow, staff immediately obtained a large bypass pump to stop further overflow.
Also on May 27, 2018, ODEQ received a citizen complaint about the overflow and fish kill. Subsequently ODEQ investigated the event and confirmed the fish kill and our actions to prevent further overflow. On May 29, 2018, ODEQ performed a follow-up investigation and confirmed that the bypass pump had eliminated the overflow.
On June 13, 2018, ODEQ verified with city staff that the lift station was back in service and the area around the lift station and manhole had been remediated.
Due to our quick action ODEQ has offered to waive the customary Notice of Violation and offered a Consent Order instead. A Consent Order consists of corrective actions and a fine. Since we have already performed all the necessary corrective actions, the ODEQ will only assess a fine of $10,000.
In an effort to reduce the chances of this type of overflow happening in the future, a Supervisory Control and Data Acquisition (SCADA) system is being installed in our lift stations. The funding for this work was included in this year's budget; the contract has been awarded and the contractor has been given a notice to proceed.
