Background:
Engineering, Compliance, and Construction, Inc., was retained by BAMA to design the referenced project at the Verdigris River Water Treatment Plant. The CIP Caustic Tank stores a chemical solution which is used to clean the membrane modules at the plant. The existing tank developed some delamination of the fiberglass and resin matrix and has undergone emergency repairs. However, the tank continues to deteriorate and needs to be replaced. A functional tank is necessary to clean the membrane modules, which are a critical component of the treatment of water at the plant.
The project was advertised for bids on July 09 and July 16, 2018. A non-mandatory pre-bid meeting was held on July 20, 2018. Bids were opened on July 31, 2018 and two (2) bids were received. Both bids were responsive. The Certified Bid Tabulation is attached. The bids submitted were composed of the lump sum base bid (fabrication and installation of the tank). The lowest responsible bidder was Young Contracting, L.L.C., with a base bid of $94,000.00. The engineer’s cost estimate was $70,000.00 for the base bid.
