Background:
The State of Oklahoma currently has ammunition contracts with five vendors for the purchase of ammunition, which are valid from 09/27/17 to 09/26/2018. Law enforcement agencies throughout the State of Oklahoma are able to purchase ammunition at the state contract price, which is advantageous to the political subdivisions by allowing them to purchase ammunition at a lower price.
Of the five vendors, only two can process the specification/quantity needed in the timeframe by which it's needed. Those two are Precision Delta and GT Distributors. GT Distributors had the lowest overall ammunition state contract price. However, GT Distributors does not carry Winchester WinClean ammo which was designed to eliminate lead exposure. GT also has a repeated issue with providing products (Particularly ammo) in the agreed time frame due in part to the fact that GT will not ship any of the products until the order is filled completely.
Precision Delta Corp. received the City of Broken Arrow ammunition contract in FY16 and FY17. All ammunition was received in a timely manner and according to specifications. Additionally, the ammunition from Precision is designed to eliminate lead exposure.
Due to health concerns of lead exposure and timely shipping concerns, Staff recommends the City purchase the practice ammunition from Precision Delta Corporation, the second lowest bidder.
Funds have been appropriated and are available in the Police operational budget in the amount of $90,624.00 for the purchase of ammunition (both duty and practice).
