Approval of and authorization to purchase ADAMS digital evidence software from Foray Technologies at General Service Administration (GSA) pricing

Background:
The current digital evidence management software for the Police department was purchased in 2006 and is a standalone proprietary software system that currently only allows digital photographs to be uploaded at a single terminal at the Police department headquarters building. All other forms of digital evidence and media have to be manually uploaded by an administrator to a separate storage location. The current system has been outpaced by current digital management systems. The Police department seeks to upgrade to the Foray ADAMS system which will provide remote access and upload capabilities for all forms of digital media (photos, video, and audio), ensure evidence integrity and storage of all digital evidence in one secure location. This product has been vetted through the City IT department and is compatible with our current IT infrastructure.
The General Service Administration (GSA) is a Federal government organization that facilitates the Federal government’s purchase of high-quality, low-cost goods and services from quality commercial vendors. GSA pricing is open to State and local governments to utilize. The GSA pricing was significantly less than the commercial price quote we solicited for originally. The project will be funded by the Public Safety Complex Phase I Bond monies.
