Approval of and authorization to execute a letter of commitment for applicants to Oklahoma Taskforce-1 Urban Search and Rescue Team, specifically Firefighter Stephen Heins and Jill Boeckman’s application for participation on Oklahoma Taskforce-1 Urban Search and Rescue Team, and renewal for Captain Jeremy Roberts

End

Background:

For approximately eleven years, members of the Fire Department have participated as members of the Oklahoma Taskforce-1 (OK TF-1) Urban Search and Rescue Team.  OK TF-1 is comprised of emergency responders from multiple Tulsa Metro agencies with specialized training in rescue and disaster response.  The team has responded to numerous regional disasters including tornadoes, floods, and ice storms.  Members of the team and the agency they represent commit to participating for one year and renew that commitment annually.  Captain Jeremy Roberts is currently serving and has committed to serve another year.  Firefighter Stephen Heins and Jill Boeckman have submitted their applications to begin serving on the team.

If the City of Broken Arrow approves their participation, it agrees to:

o                     Release the State of Oklahoma, the Oklahoma Office of Homeland Security, OK TF-1, the Oklahoma City Fire Department, and the Tulsa Fire Department from any and all claims suffered by the Participating Agency or its employees during any training, deployment, and/or exercise sponsored by OK TF-1.

o                     Provide the participating employee with coverage under the Workers Compensation during any training, deployment, drills, and/or exercises offered or provided by OK TF-1.

o                     Participating employees will not suffer any loss of pay, rank, leave time, or opportunity while participating in any training, deployment, drill, and/or exercise sponsored by OK TF-1.  The employee maybe granted time off, or equivalent, for the duration of the event.  The Participating Agency may seek reimbursement from Federal or State agencies to recoup expenses involved in the support of the participating employee provided within the scope of disaster activation.

o                     Participating employees may be deployed for a period of up to fourteen (14) days.  Length of deployment will depend on incident type.

Cost:                                                                $8,527.68 for salary and benefits for one-week deployment of three members.

Funding Source:                     Fire Sales Tax Fund
