Approval of and authorization to execute a construction contract to Midstate Traffic Control, Inc. for Traffic Signal Modifications, 9th Street and SH-51 Ramps (Project No. TS1801)

Background:
The traffic signals at the 9th Street and SH-51 Ramps have had numerous breaks in the past and are of an older style. Congestion at the eastbound off ramp has allowed traffic to back-up to the SH-51 mainline during rush hour traffic. Sidewalks within the project limits have gaps in several locations. The project will upgrade necessary conduit, signal heads and add necessary sidewalk. In addition, it will add a second left turn lane to the eastbound off ramp from SH-51, adjust the signal head locations and restripe the ramp within the existing PC concrete pavement.
The project was advertised on Aril 23 and 30, 2018 with bids received on May 15, 2018. Two bids were received and both were deemed responsive. The successful bidder had a base bid of $167,517.50, Add Alternate 1 bid of $11,270.00, Add Alternate 2 bid of $25,500, and Add Alternate 3 bid of $25,850.00 for a total bid of $231,137.50. The Engineer’s Estimate was a base bid of $156,711.00, Add Alternate 1 bid of $7,715.00, Add Alternate 2 bid of $8,500.00, and Add Alternate 3 bid of $25,850.00 for a total bid of $199,776.00.
