Approval of and authorization to execute a Letter of Agreement with Saint Francis South Hospital, for the Broken Arrow Fire Department uniformed employee's biennial physical examinations

Background:
The labor agreement between the City and the IAFF Local # 2551 provides for each member to receive a medical examination. For the past several years, Hillcrest Medical Center, through the Hillcrest Exercise and Lifestyle Programs (HELP), has been conducting these physicals. Due to unforeseen circumstances, Hillcrest has opted not to provide the services anymore. The Fire Department is submitting the attached Letter Agreement for approval of a new vendor, and it is noted that several inquiries were made to vendors that would qualify under the Collective Bargaining Agreement with the International Association of Fire Fighters (IAFF). The vendors contacted were Saint John's Broken Arrow, Saint Francis South, and OSU Medical Center. No other vendor, besides Saint Francis South, has been identified capable of meeting the requirements of the contract in a single facility on a given day; therefore, the bid process has not been repeated. Saint Francis South's ability to complete all components of the physical at a single facility helps keep employee overtime to a minimum. Saint Francis South has submitted a similar price as was paid when to Hillcrest. Staff recommends that the Council approve the Letter of Agreement with Saint Francis South for provision of these services.
Cost: $618.00 per firefighter, and $36.00 each for an optional PSA test.
Budgeted 50k for approximately half of our firefighters annually.
