Background:

In 2017, the City Council authorized the purchase of 110 Self-Contained Breathing Apparatus (SCBA’s) to replace existing equipment which is no longer usable due to use, age and wear and tear. The items include approximately 90 SCBA’s and 200 cylinders and masks. The NFPA Standards provides that SCBA’s and cylinders only have a (15) year shelf life before they are no longer recommended for use. These SCBA’s, cylinders and masks were approaching the expiration of their use within the next 18-24 months.

The Fire Department has been contacted by various educational institutions interested in obtaining this equipment that they would otherwise be unable to financially purchase.  Per Section 2-42 of the Broken Arrow Code of Ordinances, Staff is recommending that each entity that is interested in obtaining the equipment enter into a contract with the City that provides that the equipment will be used for educational purposes and or training/operations and agree to release the City of any liability from the use of said equipment.
