Approval of and authorization to execute a Professional Consultant Agreement Amendment No. 1 with R.L. Shears Company, P.C., for Detailed Design and Construction Bid Documents of Downtown Main Street Streetscapes, Phase V - Waterline

End

Background:

Phase V of the Downtown Main Street Streetscapes is a Sales Tax Capital Improvements (STCI) project, with additional Vision 2025 surplus funding tentatively approved by Tulsa County.  The project encompasses Main Street from Detroit Street to Elgin Street.  During the design of this project, the need for upgrading the existing waterline became evident due to the condition of the line, and the desire to not damage the improved roadway in the near future.  Funding for the construction of this improved line will be paid for from a FY17 OWRB loan for the improvement of downtown waterlines, however it made sense to have the existing A/E for the Streetscapes project perform this design to ensure proper coordination.  As such, RL Shears Company, P.C. has submitted a proposal for producing a waterline design and construction bid documents to upgrade the existing 8” waterline to a 12” waterline along Main Street between Detroit Street and Elgin Street.  A Professional Consultant Agreement Amendment No. 1 has been prepared (attached) per the proposal submitted by the consultant.
