Background:

The City of Broken Arrow (COBA) plans to construct a new industrial collector street east of 9th Street for the expanded Alfa Laval facility, and to eventually serve the undeveloped land to the east, known as East Nashville Ave.  The street will be a concrete street with curbs and a closed storm sewer system for drainage.  It will be constructed on the south side of the expanded Alfa Laval site on existing and donated (by Alfa Laval) right-of-way.  Along with the roadway, a new 8” waterline will be installed.  This waterline will be a public line, located in the new right-of-way, and will connect to an existing COBA waterline on the east side of the Alfa Laval property.  This waterline will be constructed separately using COBA force labor and materials purchased using project funding, discussed below.

 

Because of the limited funding available, the project was bid as a “Base Bid”, “Alternate 1” and “Alternate 2”.  The Base Bid was for the roadway from 9th Street to a point east of the eastern most entrance of the new Alfa Laval Phase 1 project.  Alternate 1 would extend the roadway further to the east to a point just short of a designed cul-de-sac and Alternate 2 would be for the cul-de-sac itself.  Each portion bid included the roadway, earthwork, drainage, etc. to allow the Base Bid, Base Bid plus Alternate 1, or Base Bid plus Alternate 1 and Alternate 2 to be awarded depending on the bids received.

 

The roadway project was advertised for bids on March 5 and 12, 2018. Bids were opened on March 27, 2018 and five (5) bids were received and all bids were responsive.  The Certified Bid Tabulation is attached.  The lowest responsible bidder was Crossland Heavy Contractors, with a Base Bid of $878,152.05, Add Alternate 1 of $512,862.66, and Add Alternate 2 of $115,985.29; for a total of $1,507,000.00. The engineer’s estimate was $982,192.11 for the Base Bid, $715,179.43 for Add Alternate 1, and $208,115.82 for Add Alternate 2; for a total estimate of $1,905,487.36.

 

Funding for the project is $1,400,000.00 in State of Oklahoma Industrial Access Funds and $500,000.00 in City of Broken Arrow funds (STCI).  Out of those funds, $202,000.00 was spent on the roadway & waterline design, and $80,000.00 has been reserved for the purchase of water line materials.  City forces will construct the waterline.  This leaves $1,618,000 for the roadway construction, including contingency.

 

 

 

Based on the funds available, Staff recommends awarding the base bid, Add Alternate 1 and Add Alternate 2 in the amount of $1,507,000.00 to Crossland Heavy Contractors.
