Award the lowest responsible bid to Vance Brothers, Inc., and approve and authorize execution of a construction contract for Micro Surfacing on Aspen from Washington to New Orleans (Project No. ST1705A)

Background:
This project is to preserve an arterial street surface from further deterioration. Micro Surfacing is a method to protect the surface at a lower cost than traditional mill and overlay on streets that have a good base, but the surface is failing due to environmental conditions and/or age. The Micro Surfacing is a thin overlay (no greater than 3/8") that preserves the surface for many years. It will be applied to Aspen Avenue from Washington to New Orleans Streets.
The project was advertised for bids on February 20 and February 27, 2017. Bids were opened on March 13, 2018 and two (2) bids were received. The Certified Bid Tabulation is attached. The lowest responsible bidder was Vance Brothers, Inc., with a bid of $285,644.81. The other bid was $297,786.30. The engineer's estimate was $247,610.60.
Staff recommends awarding the bid in the amount of $285,644.81 to Vance Brothers, Inc.
Funding for the improvements will be from 2014 GO Bonds.
