Consideration, discussion, and possible approval of and authorization to execute an Third Amended Interlocal Agreement by and between the Cities of Bixby, Broken Arrow, Collinsville, Glenpool, Jenks, Owasso, Sand Springs, Sapulpa, Skiatook, Tulsa, and Osage County, and Tulsa County and Northeast Oklahoma Enhanced 9-1-1 Trust Authority, and Indian Nations Council of Governments' (INCOG) regarding a Regional 911 Board for the purpose of shared management of 911 services

Background:
On December 6, 2016, the City Council approved an Interlocal Agreement with INCOG's Regional 911 Board related to the shared management of 911 services. The agreement allows Broken Arrow to be part of a coordinated effort through INCOG related to regional 911 services. In 2009, the agreement was amended to include the City of Bixby as a member and to make certain changes to the cost allocation and annual budget deadlines. In 2016, the agreement was amended to include the City of Broken Arrow as a member. The cost allocation formula for both the City and Rogers County were amended to reflect the agreement of all parties.
Since the last amendment, the Regional 911 Board voted to include Tulsa County and Osage County as members. The City of Claremore and Rogers County have consolidated operations into the Northeast Oklahoma Enhanced 911 Trust Authority. This third amendment reflects those changes. The Board will now include the City of Bixby, Broken Arrow, Collinsville, Glenpool, Jenks, Owasso, Sand Springs, Sapulpa, Skiatook, Tulsa, Osage County, Tulsa County and the Northeast Oklahoma Enhanced 911 Trust Authority.
