Background:
In 2018 Broken Arrow Police canine "Maverick" will be retiring after many years of fine service. Arrangements have been made to purchase a new canine and bids have been solicited. Six bids were sent out and four of the six vendors responded. The low bid kennel, FM K9 of Berrien Center, MI, came in at $6,500 and reported that they would have ten to twenty-one dogs to choose from with the majority being the specific breed, German Shepherd. The second lowest bidder was Shallow Creek Kennels of Sharpsville, PA. Their bid was $7,500. Shallow Creek reported that they will have between forty and eighty dogs to choose from at any given time.
Staff canine trainers recommend we use Shallow Creek Kennels due to the much better selection they have to offer. Police working dogs have personalities, individual characteristics and unique strengths and weaknesses which need to be carefully scrutinized by our trainers prior to selection. It would be most beneficial to use a vendor with a sizable inventory on hand. Our trainers will travel to the location of the selected vendor and hand-select our next canine.

Funding for this purchase has been appropriated in the Sales Tax Capital Improvements Fund for the Police Department in the amount of $10,000. Staff recommends that the City Council approve the purchase of the Police Canine.
