Background:

The Main Street Bikeway project 90% construction plans have been submitted by the Oklahoma Department of Transportation and LandPlan Consultants, Inc. for staff review and comment.   At this time staff desires to update the City Council on the project and to answer any questions. 

 

The proposed Main Street Bikeway is planned to begin at Arrowhead Park (East Washington Street & South First Place) and end at East Kenosha Street & North Fourth Street, approximately 1-linear mile. The bikeway will connect neighborhoods, schools, parks, businesses, and The Rose District to a trail corridor, eventually reaching the Liberty Parkway Trail.  The project is planned to use signed bike routes in the neighborhood connections to Main Street, creating bike lanes on Main Street, and shared lane markings (sharrows) thru The Rose District.  

 

Being planned is converting the 4 lanes currently on parts of Main Street to 3 lanes and using bike lanes on each side of Main Street, this would be accomplished using striping and signage.  In the locations of the bike lanes and locations of vehicles front pull in curbside parking will be converted to vehicles back in curbside parking, for the purpose of safety for the bike lane users.   Again, this will not affect The Rose District, since the bike route is planned to be a shared lane marking (sharrow) in this area.

 

Funding for the project is provided as follows:

FY 15-16 INCOG Area Transportation Alternatives Program, $377,928.

City of Broken Arrow 2014 G.O. Bond Funds, Community Trail Network project, $125,976.

 

The Broken Arrow Main Street Bikeway project professional design contract is managed by the Oklahoma Department of Transportation. 

 

Fundamental items that have occurred on this project, to date:

1.                     04-19-2016 City Council meeting:  Presentation, discussion, and status report of the Broken Arrow Creek Trail - phase I project, the Broken Arrow Creek Trail - phase II proposal, and the Main Street Bikeway proposal.

2.                     05-03-2016 City Council meeting:  Approval of an application for Transportation Alternatives Program (TAP) funding for Broken Arrow Main Street Bikeway, and approval of and authorization to execute Resolution No. 921 to Request Programming of Tulsa Urbanized Area Transportation Alternatives Funds.

3.                     07-07-2016, Notified of Transportation Alternatives Program (TAP) funding award for the Broken Arrow Main Street Bikeway project.

4.                     09-22-2016 Planning Commission meeting:  Public hearing, consideration, and possible action regarding the adoption of the “Go Plan” as a part of the City of Broken Arrow Comprehensive Plan.

5.                     10-18-2016 City Council meeting:  Consideration, discussion, and possible approval of and authorization to execute Resolution No. 943, a resolutions regarding the adoption of the “GO Plan” as a part of the City of Broken Arrow Comprehensive Plan.

6.                     04-04-2017 City Council meeting:  Approval of and authorization to execute Engineering Contract Funding Agreement with Oklahoma Department of Transportation (ODOT) for engineering services involving Broken Arrow:  Main Street Bicycle Facilities Project No. 166026.  

7.                     06-15-2017  City Council meeting:  Approval of and authorization to execute revised Engineering Contract Funding Agreement between Oklahoma Department of Transportation (ODOT) and the City for engineering services involving Broken Arrow: Main Street Bicycle Facilities (Project No. 166026.

8.                     09-11-2017 Staff reviewed and commented on combined 30% and 60% construction plans, to date the 90% construction plans are under review by staff.

 

Planned future steps:

A.                     Hold a public meeting for review of the project.

B.                     Present the plans to the Traffic Advisory Committee.

C.                     Present the project to the Downtown Advisory Board.

D.                     Present the plans to the Planning Commission.

E.                     Present the plans with staff recommendations to the City Council.
