Background:
Mike Case, President of Case and Associates, purchased a portion of the former Grace Fellowship property located one-quarter mile north of New Orleans Street and west of Garnett Road to develop a upscale apartment community called Cottages at Cedar Ridge

The property slopes eastward toward Garnett Road. The best route for sanitary sewer is eastward across Garnett and tie into the existing 48-inch Haikey Creek sanitary sewer trunk line. The sanitary sewer system involves 5 entities, City of Tulsa, Tulsa County, City of Broken Arrow, Oklahoma Turnpike Authority and Corps of Engineers.

Case and Associates has met with each entity and in some cases, multiple entities at the same time. They have received approvals so far from the entities including Broken Arrow. The sanitary sewer runs eastward across Garnett Road and the northern edge of the wetlands located in the City of Broken Arrow on Turnpike Authority property.

The attached utility permit requires signature for the City of Broken Arrow for the eastern half of the crossing of Garnett Road. Plans for the portion of the system in Broken Arrow are attached for reference. The sanitary system is a 15-inch line capable of carrying the flows for the apartment project and future development north of the site.

Staff has reviewed the documents and recommends acceptance of the utility permit for signature.
