Background:

Bid packets were sent out to thirteen (13) vendors for police Armored Vehicles.  Two (2) vendors submitted bids.  Of the two (2) vendors, only one (1) vendor, Lenco Armored Vehicles bid the exact specifications listed in the bid at a cost of $276,571.   The Armored Group, LLC was the only other vendor who submitted a bid and it was determined that their bid did not meet the specifications set forth in the bid process.  The Armored Group, LLC did not supply the independent laboratory ballistic tests for the armor and glass and failed to supply their State Department and NTOA (National Tactical Officers Association) approval letters. The Armored Group also failed to document what vehicle they submitted for bid as compared to the specifications provided.

The purchase of the Lenco Bearcat will allow us to replace the current Police Department Armored vehicle which has become unserviceable and not cost effective.  The Lenco Bearcat is the standard in Law Enforcement Armor.  Agencies in Oklahoma that utilize this vehicle include, but are not limited to: Oklahoma Highway Patrol, Oklahoma County and the Edmond Police Department.  The purchase of this Armored All-Terrain vehicle will provide better safety for officers in high risk situations and use in potential disaster rescue and recovery operations.

Funds have been appropriated and are available in the Public Safety Sales Tax budget in the amount of $276,571 for the purchase of all specifications.
