Background:
The Stormwater Division of the Streets and Stormwater Department has budgeted for the purchase of one mini excavator. This machine will add to the existing fleet and supports an additional Stormwater crew. Funds for this purchase are budgeted in the Broken Arrow Municipal Authority (BAMA) Capital Outlay in the amount of $75,000.00, project number 185305.

Bid requests for this mini excavator were sent to 13 vendors, five bids were received. Base pricing and selected options for the excavator is reflected in the attached bid tabulation. Although all vendors met specifications, the Stormwater Division Staff has determined that the second low bid from Whitestar Machinery is more advantageous than the low bid from GW Van Kepple for the following reasons:

* Delivery time is 60-75 day faster
* The digging boom is extendable, providing three additional feet digging depth
* Keyless start and stop option is available, not available on low bid
* Zero tail swing design, allows working in smaller spaces, low bid is standard swing design

The value represented by the advantages listed above far exceede the cost difference of $219.30. As such, the Stormwater Division recommends purchasing the second low bid, a Bobcat E-55 excavator, from Whitestar Machinery.
