Background:
At its meeting of April 18, 2017, the City Council ratified the Mayor's signing an application for Fiscal Year 2017 Tulsa Urban County Community Development Block Grant (CDBG) funds for two (2) capital projects: (1) 12-inch waterline along the east side of First Street from an existing 24-inch main on the south side of East Greeley Street to an existing 6-inch waterline on the north side of East Detroit Street; (2) Rehabilitation of the Fourth Street residential collector street from Detroit Street north to Midway Avenue, including curbs and gutters, drainage improvements, and milling and overlaying the asphalt roadway. Both of these projects will benefit the College Addition, a low- to moderate-income neighborhood. A public hearing was held at the Central Park Community Center to answer questions about the projects, but no one from the public attended.

INCOG submitted the attached Contracts for Public Improvements along with a Contract for Provision of Public Services for City Approval. Tulsa Urban County CDBG funding amounts to $79,800 for the waterline and $268,715 for the street rehabilitation, for a total of $348,515. The City contribution for the waterline will be in the form of labor and equipment to install the line. Funds to complete the street rehabilitation (estimated at $100,000 for milling and overlay) will be from Streets Sales Tax. The CDBG Public Services funding amounts to $61,502.

Funding for the City Share of the project is from the Street Sales Tax.
