Consideration, discussion, and possible award of the lowest responsible bid to Magnum Construction, Inc., and approve and authorize execution of a construction contract for Public Safety Training Facility: Police Down Range Building and Site Preparation (Project No. 173002)

Background:
The Public Safety Training Facility: Police Down Range Building and Site Preparation is a 2014 Public Safety GO Bond project. The Bond issue calls for construction of an additional outdoor building adjacent to the existing Police and Fire Training Center, to include specialized training areas, restrooms and fencing. The Base Bid is for a new pre-engineered metal building to be located south of the existing Training Building. The new building will be approximately 74 feet by 45 feet by 14 feet tall and will include site work, a training room, classroom, restrooms and storage are. Add Alternate No. 1 is for a brick wainscot. Add Alternate No. 2 is for a covered porch area with a concrete apron at one end of the building. Utilities Department will install water and sanitary sewer service to the building.
The project was advertised for bids on August 4 and 11, 2017. Bids were opened on August 29, 2017. Seven (7) bids were received. The low bidder was Magnum Construction, Inc., with a Base Bid of $473,229.00, $27,810.00 for Add Alternate No. 1, and $46,900.00 for Add Alternate No. 2, for a total of $547,939.00. The engineer's estimate was $447,450.00 for the Base Bid, $7,416.00 for Add Alternate No. 1, and $14,000.00 for Add Alternate No. 2, for a total of $468,886.00.
