Consideration, discussion, and possible approval of an application to the Tulsa County Vision Authority for Vision 2025 Surplus Funds to construct one block of streetscapes on Main Street from Detroit Street north to Elgin Street

Background:
Since 2012 seven blocks of streetscape improvements have been completed on Main Street from Houston Street north to Detroit Street. In addition to streetscape improvements an interactive water fountain has been constructed at the Rose District Pavilion. Prior to the streetscape improvements capital projects such as the Farmer’s Market, Museum Broken Arrow and the Military History Center have also been constructed.
On August 2, 2017 Milestone Capital LLC announced plans to construct an $18 million mixed use facility on the east side of Main Street from Detroit Street north to Elgin Street. The four-story building will include residential, retail and office space. The development will include 31,660 square feet of space for retail and offices on the first floor and 90 residential units on floors two through four.
The proposed streetscapes project will be similar to the blocks that have been approved south of the project. The estimated design and construction cost is $1,500,000.
Staff recommends the City Council approve submission of the application to the Tulsa County Vision Authority.
