Background:
On August 18, 2015 the City Council approved an application to the Tulsa County Vision Authority for $3,687,500 of Vision 2025 Surplus Proposition # 4 funding to design and construct a zero grade fountain at the Farmer's Market; continue Streetscapes improvements from Dallas to Ft. Worth and from College to Detroit streets; complete architectural services for the design of the BA Creative Arts Center and an install and enhanced electrical distribution system at Central Park.
At the time of the original application, design and construction related to the fountain and streetscapes improvements was estimated at $4,000,000, of which $2,737,500 of Vision Surplus and $1,312,500 of a General Obligation Bond would be used toward the project.
At the time of the application the design of the fountain had yet to begin. In addition, Streetscapes IV project was re-designed from the original 2012 design which included multiple add-ons to the project. After design and bidding of both the zero grade fountain, and the streetscapes the total project cost exceeded the original estimate by $2,916,128.
As a result, on August 2, 2016 the Staff requested and the City Council approved an amended application to the Tulsa County Vision Authority in the amount of $2,916,128. That application was approved by the Authority.
Streetscapes IV has been completed. However, project overruns and work order changes increased the cost of the project by an additional $420,476.80. Of that amount it is believed that $409,380.30 is eligible for Vision 2025 Surplus funding.
The staff is recommending that the attached application to the Tulsa County Vision Authority be approved.
