Background:
Council Member Mike Lester spearheaded an effort to raise money for the acquisition of real property located at 709 Magnolia Court, in Broken Arrow. The property was transferred to the City of Broken Arrow and the Deed accepted at the July 3, 2017 City Council meeting. As the Council is aware, on July 22, 2015 tragic events unfolded at this location in which two young men murdered their parents and three siblings. Two children survived this terrible attack.

It is proposed that a Memorial Park be developed to assist First Responders in healing from the trauma they experienced in responding to the horrific crimes carried out at this location. Additionally, the development of the Memorial Park will improve the property for public enjoyment and assist neighbors in moving beyond memories associated with this property.

A rendering of the Memorial Park conceptual plan was prepared by Alaback Design Associates and is proposed to include a gazebo, Monarch butterfly garden and other pollinator plants, evergreen and flowing trees, sidewalks, and security lighting.

Staff is requesting approval of the Memorial Park conceptual plan so that construction plans and specifications can be prepared.

Cost: $140,000, budgeted for design and construction in the FY '18 Park and Recreation Capital Improvement Fund
