Background:

The bridge over Broken Arrow Creek on 23rd Street just south of Washington Street has been load-posted with a weight limit of 4 tons for several years.  The bridge is an old County bridge with steel girders and a wood deck under an asphaltic concrete surface.  Biannual bridge inspections have determined that the bridge is a safety hazard, and the load-posting has caused inconveniences to motorists and caused school buses and other heavy traffic to be rerouted around it. A professional consultant agreement with NEO Design, Inc., was negotiated in March 2017, and the engineer produced a design in May which was used as a basis for bid documents.

 

The project was advertised for bids on June 28 and July 5, 2017.  Bids were opened on July 25, 2017 and three (3) bids were received.  All bids were responsive.  The Certified Bid Tabulation is attached.  The lowest responsible bidder was Cook Consulting, LLC, with a bid of $18,500.00.  The engineer’s estimate was $20,000.00.  Staff recommends awarding the Bid in the amount of $18,500.00 to Cook Consulting, LLC.

 

Funding for the improvements will be from Sales Tax Capital Improvements (STCI) funds.
