Background:
The City of Broken Arrow applied for Federal Fiscal Year (FFY) 15-16 Surface Transportation Program (STP) Transportation Alternatives Program (TAP) funds for design and construction of the Broken Arrow Main Street Bikeway, which is a combination of bikeways (striped bike lanes along streets), signed routes (bicycle symbols and signage to encourage vehicles and bicycles to share the road), and trails (off-street trails). The total anticipated design cost is $50,276.00.
At its meeting of April 14, 2017, the City Council approved an Oklahoma Department of Transportation (ODOT) Engineering Contract Funding Agreement which required the City to contribute 25% of the design cost of the bikeway. The City also paid its 25% share, which amounted to $12,569.00. However, the Federal Highway Administration (FHWA) authorization to ODOT requires a 20%-80% federal-local cost split. ODOT has requested that the attached revised agreement be approved. The City share will be reduced by $2,514.00 to $10,055.00, as shown on the attached ODOT invoice. ODOT will reimburse the difference in the City share to the City.
ODOT has issued a work order to LandPlan Consultants, Inc., for the design work.
Funding of the local share is from the 2014 Quality of Life GO Bond.
