Background:

This project is to preserve residential and arterial street surfaces from further deterioration.  Micro Surfacing and Ultra-Thin Bonded Overlay (Slurry Seal) are methods to protect the surface at a lower cost than traditional mill and overlay on streets that have a good base, but the surface is failing due to environmental conditions and/or age.  The Micro Surfacing is a thin overlay (no greater than 3/8”) that preserves the surface for many years.  It will be applied in the Eagle Creek I through VI subdivisions (located northeast of Omaha Street and 23rd Street) and in Country Aire VIII (located northeast of Houston Street and Olive Avenue).  The Ultra-thin Bonded Overlay (Slurry Seal) is also a thin overlay (no greater than 3/8”) that preserves the surface for many years.  It will be applied in the Cambridge Estates subdivision (located southwest of Houston Street and Oneta Road).  Alternate No. 1 is to Micro Surface 23rd Street from Kenosha to Albany.

 

The project was advertised for bids on May 3 and May 10, 2017.  Bids were opened on June 6, 2017 and one (1) bid was received.  The Certified Bid Tabulation is attached.  The lowest responsible bidder was Vance Brothers, Inc., with a base bid of $336,375.74, and Additive Alternate No. 1 of $159,880.25.  The engineer’s estimate was $370,260.50 for the base bid and $196,818.75 for Additive Alternate No. 1.

 

Staff recommends awarding the base bid in the amount of $336,375.74 to Vance Brothers, Inc.

 

Funding for the improvements will be from Sales Tax Capital Improvements and Streets Sales Tax.
