Background:

This project is to add sidewalks to the west side of 4th Street from Detroit Street to Midway Street to provide a safe route for children walking to Rhoades Elementary School.  Also included is completion of a multipurpose trail (wide sidewalk) on the north side of East Kenosha Street from approximately east of North 31st Street to North 33rd Street (the access road with sidewalks to the new elementary school), with an additive alternate to continue to North 37th Street (arterial street to Wal-Mart) for pedestrian access to these facilities.  Pedestrians use 4th Street in conflict with autos and have worn a path into the grass area on the north side of East Kenosha Street.  The projects were included in the approved 2016 Tulsa Urban County Community Development Block Grant.  A portion of the Kenosha Street trail has been completed using City labor and equipment.

 

The project was advertised for bids on May 24 and May 31, 2017.  Bids were opened on June 13, 2017 and four (4) bids were received.  Three bids were responsive and one was deemed non-responsive.  The Certified Bid Tabulation is attached.  The lowest responsible bidder was Magnum Construction, Inc., with a base bid of $193,886.00 and an Additive Alternate No. 1 bid of $68,420.00, for a total of $262,307.00.  The engineer’s estimate was $221,218.00 for the base bid and $87,896.00 for Additive Alternate No. 1, for a total of $309,114.00.

 

Staff recommends awarding the Base Bid and Additive Alternate No. 1 in the amount of $262,307.00 to Magnum Construction, Inc.

 

Funding for the improvements will be from CDBG funds and 2014 Quality of Life GO Bond Funds.
