Approval of and authorization to enter into a Billing Services Agreement between EMS Management and Consultants, Inc. and the City of Broken Arrow for EMS billing services

Background:
The City of Broken Arrow initially entered into an agreement with the third party billing company, EMS Management and Consultants (EMS│MC), on July 1st, 2013, to provide EMS billing services for the City. EMS│MC provides these services for a fee of 6% of the net collections. Since partnering with EMS│MC ambulance revenue has increased from $704,000 in fiscal year 2013 to more than $2,500,000 in fiscal year 2016.
EMS│MC has proposed reducing their fee to 5.9% if the City of Broken Arrow wishes to renew their agreement. During the contract period, EMS│MC has been extremely responsive to the City’s needs including assisting in the implementation of the City’s EMS subscription program, LifeRide.
City staff have been satisfied with the performance of EMS│MC and recommend continuing the partnership by executing a new agreement.
