Background:

Broken Arrow Public Schools submitted for review and approval a site plan for the construction of the new Kirkland Activities Complex. The property is generally located at 808 East College Street, west of 9th Street and one-half mile south of Kenosha Street. The property is unplatted and is zoned R-3 (Single-Family Residential).

 

Broken Arrow Public Schools will be submitting a Specific Use Permit for this facility in July, at the beginning of the new fiscal year. Right-of-way has already been dedicated along 9th Street and College Street as part of this project and the upcoming widening of 9th Street. Utility easements will be dedicated a part of the Specific Use Permit. Site and landscape plans have been reviewed and approved by staff.

 

The Kirkland Activities Complex will house the soccer teams and other sports activities of Broken Arrow Public Schools. The submitted site plan shows two new soccer fields on the property abutting 9th Street. One is a grass practice field and the other is a turf game field. The existing auditorium and gymnasium buildings fronting College Street are to remain and receive interior and exterior updates. Tennis courts are proposed to be added to this complex in the future but were not shown on the current site plan. The first phase of the complex is scheduled to be completed this summer in order to be ready for the 2017/2018 school year.

 

Staff has met with the applicant and finds the submitted building site plan to be in compliance with the Zoning Ordinance. Based on the location of the property and the surrounding land uses, Staff recommends approval.
