Background:

The Water Distribution Storage Tank Mixing Improvements is a project funded by Oklahoma Water Resources Board Financial Assistance Program Loan No. FAP-17-0004-L.  The project includes the furnishing and installation of electrically powered submersible mixers in four existing steel ground potable water storage tanks.  Three of the storage tanks are located on Tiger Hill at the southwest corner of Kenosha Street and 9th Street.  The fourth is located southwest of the southwest corner of West Omaha Street and North Elm Place near Battle Creek.

 

The improvements will greatly enhance the residual disinfectant quality of the City’s stored water within the system.  The use of chloramines as a disinfectant generally requires a significant amount of mixing of the treated water, specifically at large ground storage tanks, in order to minimize the potential effects of nitrification.  After an extended period of monitoring the disinfectant quality at the ground storage facilities, Staff along with our consultant, PEC, PLLC, determined that mixing will greatly benefit the City’s secondary disinfection.  These improvements will improve the City’s disinfectant quality in our ground storage tanks, which constitutes up to nine (9) millions gallons of water.

 

The project was advertised for bids on April 5, 2017. A mandatory pre-bid meeting was held on April 28, 2017, and all planholders attended.  Bids were opened on May 9, 2017.  Three bids were received.  The low bidder was Stronghand, L.L.C., with a bid of $249,850.00.  The engineer’s estimate was $311,000.00.  The certified bid tabulation is attached.  Staff recommends award of the construction contract for Water Distribution Storage Tank Mixing Improvements to Stronghand, L.L.C. in the amount of $249,850.00.

 

Funds for the work are available from the Oklahoma Water Resources Board FAP Loan No. FAP--17-0004-L.
