Background:
Council Member Mike Lester spearheaded an effort through the Tulsa Community Foundation to raise money for the acquisition of real property located at 709 Magnolia Court, in Broken Arrow. Thanks to the generosity of numerous individuals, TCF Real Estate, LLC ("TCF"), with the assistance of the Tulsa Community Foundation, was able to purchase the property. TCF closed on the property on Friday, April 28, 2017, and is prepared to transfer the property to the City of Broken Arrow for construction of a Memorial Garden and Park. As the Council is aware, on July 22, 2015 tragic events unfolded in which the two young men murdered their parents and three siblings. Two children survived this terrible attack.

It is the intention of the City Council that the Memorial Garden will assist First Responders in healing from the trauma they experienced in responding to the horrific crimes carried out at this location. Additionally, the City Council believes that it is important to address this blighted property, curb vandalism, and assist neighbors in moving beyond memories associated with this residence. Individuals may make donations to the City of Broken Arrow to assist in constructing the Memorial Garden and Park.

Phil Lakin, Executive Director of the Tulsa Community Foundation, will be present to present the Special Warranty Deed to the City. Staff recommends that the Council accept the Deed in preparation for construction of the Memorial Garden and Park.
