Background:

The City of Broken Arrow is allocated three (3) positions on the Indian Nations Council of Governments (INCOG) Board of Directors. Each representative serves a two-year term commencing the first day in January of each odd numbered year. Generally, because three Broken Arrow City Council members cannot serve on the Board of Directors, the designated representatives have been two Council members and the City Manager, with a third Council Member as the alternate.  Since 2015 Mayor Thurmond, former Vice Mayor Richard Carter and City Manager Michael Spurgeon serve as board members. The Board alternate is Councilmember Mike Lester and the General Assembly Alternate is City Manager Michael Spurgeon.

As a participating member of INCOG, the City of Broken Arrow may also appoint one elected official as a representative to the General Assembly. Generally, the City Manager serves as the alternate.
