Award the lowest responsible bid to J.E. Dirt Wurx, LLC, and approve and authorize execution of a construction contract for Cedar Avenue Improvements, Elgin to Freeport (Project No. ST1510)

End

Background:

The Cedar Avenue Improvements, Elgin to Freeport is a 2011 Streets General Obligation Bond Project, part of the Old Town Streets project which also funded Broadway and Dallas improvements.  Cedar Street construction to date was funded by Tulsa Urban County Community Development Block Grants (CDBG), but the drainage structure between Elgin and Freeport Streets was not constructed because drainage easements were not in place when the CDBG project was awarded.  Now those easements have been obtained, and the Cedar Avenue Improvements, Elgin to Freeport was advertised for bids on March 29, 2017.  Bids were opened on April 25, 2017.  Eleven bids were received.  The low bidder was J.E.Dirt Wurx, LLC, with a bid of $202,486.81.  The engineer’s estimate was $259,527.00.  The certified bid tabulation is attached.  Staff recommends award of Cedar Avenue Improvements, Elgin to Freeport to J.E. Dirt Wurx, LLC in the amount of $202,486.81.

Funds for the work are available in 2011 Streets GO Bond.
