Background:

The data storage expansion project consists of hardware needed to improve our existing SAN and replace the aging Dell Equallogic at our disaster recovery site. Currently we have 62TB of storage at the Public Safety Building and 26TB at the Disaster Recovery site which is located in the Street and Stormwater server room. What we are proposing is purchasing one new 55TB Dell Compellent SAN to be added at Public Safety Building and relocating one existing Dell Equallogic 62TB SAN to the disaster recovery Site. At the completion of the project the City of Broken Arrow will have approximately 50TB of usable data storage and disaster recovery site will have approximately 62TB of storage.

 

Section 2-27 of the Broken Arrow Code addresses exceptions to competitive bidding.  It provides that supplies, materials, equipment or contractual services, when purchased at a price not exceeding a price set therefore by the state purchasing agency or any other state agency authorized to regulate prices for things purchased by the state, regardless of whether such price is determined by a contract negotiated with a vendor or otherwise, may be acquired without competitive bidding.  The Central Purchasing Division of the Department of Central Services for the State of Oklahoma has entered into a contract under the Western States Contracting Alliance for computers, printers and LAN storage.  Because of this exception in the Code, the City may purchase the necessary servers for this project from the state contract.

 

The City of Broken Arrow has standardized on Dell servers.  Based upon the state contract and specifically based on the guidelines provided in the Western States Contracting Alliance (WSCA) Computers, Printers, and LAN Contract, staff recommends expansion of existing Dell Compellent SAN’s for the data storage infrastructure.
