Background:

City of Broken Arrow pretreatment staff prepared a quarterly report to the Regional Metropolitan Utility Authority outlining pretreatment activities for significant industrial users and food handling establishments discharging wastewater to the Haikey Creek Wastewater Treatment Plant.  The activities listed are for December 2016 through February 2017.

The following is a summary of the report:

All Broken Arrow significant industrial users (SIU) in the Haikey Creek Wastewater Treatment Plant basin are in compliance with City of Broken Arrow pretreatment regulations as listed in the Broken Arrow discharge permits and municipal code.

Mandatory industrial user monitoring reports were received by the due dates and in compliance with permit requirements. Surcharges for bio-chemical oxygen demand (BOD), total suspended solids (TSS), and oil & grease above residential thresholds were issued to Unifirst for December laboratory analysis in the amount of $5,424.37, for January laboratory analysis in the amount of $5,939.88 and for February laboratory analysis in the amount of $5,381.35.

City staff inspected 65 auto shops and 14 carwashes this quarter.  City staff is looking for waste disposal/maintenance manifests and distributing best management practice signs that can be posted for employees to view.

City of Broken Arrow staff continues to make good progress on the Fats, Oil and Grease (FOG) program.  Sixty-three food handling establishment inspections were performed this quarter.  Special attention was devoted to establishments that had violations during previous inspections.  Broken Arrow Public Schools and Union Public Schools were asked to install grease interceptors at the sites that do not have them.  Both school systems agreed to do so within the next 2 years.

City staff attended the Broken Arrow Homeowner’s Association Workshop and gave out cooking oil collection bottles and pollution prevention brochures.  Residents were encouraged to recycle vegetable-based cooking oil at one of the City’s two locations.

Staff recommends that the Authority acknowledge the December 2016 through February 2017 Pretreatment Report to the Regional Metropolitan Utility Authority.
