Background:
The deadline for submitting the CDBG application is April 17, 2017, the day before the City Council meeting. This necessitated the Mayor's signing the application and the accompanying Resolution No. 1012. Staff recommends that the City Council ratify the Mayor's signatures on the application and Resolution No. 1012. The required public meeting was held at 5:00 p.m. on April 17, 2017, at the Central Park Community Center.
The 2017 Tulsa Urban County CDBG funds to be allocated to Broken Arrow amount to $348,515. The attached application describes two projects, (1) A 12-inch waterline along the east side of 1st Street connecting to the 24-inch main on Greeley Street, extending to the south and connecting to the 6-inch line on Detroit Street; and (2) Rehabilitation of the 4th Street residential collector from Detroit Street north to Midway Avenue, including curbs and gutters, drainage improvements, and milling and overlaying the asphalt roadway. Both of the projects would benefit the College Addition, a low- to moderate-income area determined to be eligible for CDBG funding.
Staff determined that the best way to maximize the CDBG funding is to request CDBG funding for the waterline materials, estimated at $79,800. The City contribution will be in the form of labor and equipment for installation of the line, estimated at $61,000. The total waterline cost is estimated at $140,800.
