Award of the lowest responsible bid to Apex Industries, Inc., dba True Fireproofing Co., and approval of and authorization to execute a construction contract for Stark Building Insulation (Project No. 165104)

Background:
The vinyl-backed insulation in the open bay of the Stark Building (1700 West Detroit) is deteriorating and needs to be replaced and upgraded. A contract for the removal of the existing insulation and replacement with spray foam insulation was advertised for bids in October 2016, but the bid was cancelled because the ambient temperature must be above 40 degrees to apply the insulation, and the contract award would have been too far into the winter. The project was re-bid in January 2017, anticipating a March or early April contract start date. The advertisements were on January 26 and February 2, 2017, and bids were opened on February 16, 2017. Six (6) bids were received, but two (2) bids were unresponsive. The low bidder was Apex Industries, Inc., dba True Fireproofing Co., with a bid of $88,900.00. The engineer's estimate was $92,000.00. The certified bid tabulation is attached. Staff recommends award of the Stark Building Insulation to the lowest responsible bidder, Apex Industries, Inc., dba True Fireproofing Co., in the amount of $88,900.00.
Funds for the work are available in Sales Tax Capital Improvements.
