Background:

Field investigations and meetings with affected homeowners in the Westwind subdivision revealed that storm sewer improvements are required to improve the sheet flow stormwater conveyance within the back yards of the Westwind and Charleston II residential subdivisions. In-house design of a retrofit underground piped storm sewer system will provide relief to homeowners currently faced with large stormwater conveyance flows in their yards during rainfall events and standing trapped water within back yards after rains have ended.

Funds for the project are from the Stormwater Capital Fund 26. The project was bid in July of 2016 with construction bids coming in higher than anticipated. The bids were formally rejected by City Council on October 4, 2016 in the best interests of the Citizens of Broken Arrow. The Engineering and Construction Department has since reduced the scope of the project and revised the construction design to reduce construction costs. The stormwater improvements project was re-advertised for bids on February 22 and March 1, 2017, and bids were opened on March 14, 2017.  Five (5) bids were received.  The low bidder was MSB Construction, Inc., with a bid of $75,695.00.  The engineer’s estimate was $75,149.40.  The certified bid tabulation is attached.  Staff recommends award of the Westwind and Charleston II Storm Sewer Improvements Re-Bid to MSB Construction, Inc., in the amount of $75,695.00.

Funds for the work are available from Stormwater Capital Fund 26 through Budget Amendment #3 considered elsewhere on the agenda.
