Background:

 On November 14, 2014 the City Council approved an Economic Development Agreement with Stoney Creek Hospitality Corporation to construct a conference center immediately north of Albany Street and east of Elm Place. Funding for that project included Vision 2025 surplus funds in the amount of $7,110,000.  Construction of the Conference Center and Hotel is anticipated to be completed in the fall of 2017.

A traffic analysis has been completed by the Cowen Group Engineering Inc. It has been determined that traffic will substantially increase when the Conference Center opens.

As a result, signalization and intersection improvements at Albany Street and Stonewood Drive, and additional turn lanes, along Albany Street at the Conference Center are required to improve traffic flow.

In addition, in an effort to encourage conference attendees and hotel patrons to access restaurants, stores and other retail establishments immediately south of the conference center a more pedestrian friendly and safer walkability experience is planned. This will include a pedestrian crossing complete with pedestrian signal and sidewalk improvements are planned.

It is estimated that construction will cost approximately $628,330.

With the approval of this application all Proposition # 2 funds will have been committed.

The staff recommends approval of the application for Vision 2025 Surplus Funds
