Background:
The Kenosha: Garnett to Aspen Mill and Overlay is a 2014 Streets General Obligation Bond project. The project was divided into a Base bid and two Additive Alternates to ensure that funding was adequate to complete the contract. The extents of the Base Bid were from Yellowwood Avenue to Aspen Avenue, excluding the Olive intersection, which is planned to be rebuilt as part of the Olive, Kenosha to Albany project. Alternate 1 extends from Yellowood Avenue to Cypress Ave., and Alternate 2 extends from Cypress Avenue to 1/8 mile east of Garnett Road.
The project was advertised for bids on January 31 and February 7, 2017, and bids were opened on February 21, 2017. Five (5) bids were received. The low bidder was Becco Contractors, Inc., with a proposal of $616,038.70 for the Base Bid, $106,644.25 for Alternate 1, and $103,275.60 for Alternate 2, for a total of $825,958.55. The engineer's estimate was $843,210.00 for the Base Bid, $148,143.50 for Additive Alternate No. 1, and $136,310.00 for Alternate No. 2, for a total of $1,127,663.50. The certified bid tabulation is attached. Staff recommends award of the Kenosha: Garnett to Aspen Mill and Overlay Base Bid and Alternates 1 and 2 to Becco Contractors, Inc., in the amount of $825,958.55.
Funds for the work are available in 2014 Streets GO Bond.
