Approval and adoption of the City of Broken Arrow Traffic Control Manual

Background:
On December 3, 2013, the City Council approved the establishment of a Traffic Committee specifically tasked with the duties of providing recommendations and updating guidelines concerning traffic control devices and establishing a Traffic Control Manual, developed in accordance with the principles defined in the Manual on Uniform Traffic Control Devices (MUTCD), for use throughout the City. The Traffic Committee was established for the expressed purpose and long-term goal to develop a traffic control manual with guidelines to replace our then-current policies. This manual was intended to serve as a guide for the City’s signal and sign technicians in maintaining our existing traffic control operations, as well as the development of future traffic controls.
The Committee, itself, consisted of representatives from the Police, Engineering and Construction, Streets and Stormwater, Development Services and General Services Departments. In matters concerning school zones, representatives from the Broken Arrow Public Schools were included. The General Services Department Director served as the chairperson of the Committee. On September 15, 2015, the Committee completed and published for use the initial City of Broken Arrow Traffic Control Manual.
The Committee met several times of the course of a year and a half plus to review then-current policies and regulations, as well as compare the latest edition of the MUTCD regulations, recommendations and warrants with city policies. In addition, the Committee compiled and prepared a City of Broken Arrow Traffic Control Manual to reflect updated and revised policies and regulations in compliance with the MUTCD. The final review and completion of the Manual is dated September 29, 2015. The Manual was sent to the Council for informational purposes only through Notes to Council (NTC) dated October 1, 2015.
In order to implement the policies contained within the Manual more effectively, Staff recommends the approval and adoption of the Manual.
