Background:
The Leisure Park Mill and Overlay is a 2011 Streets General Obligation Bond project. Leisure Park subdivision, located west of Elm Place and north of Florence Street, has approximately 6,700 linear feet of asphalt streets. The work consists of concrete repairs, asphalt street repairs, milling and overlay. The project was advertised for bids on September 7 and 14, 2016, and bid were opened on September 29, 2016. The contract was awarded to H&G Paving Contractors, with a bid of $718,622.24.

The road closure being proposed will allow the contractor to remove the roadway surface to subgrade and improve with a full depth replacement.

Section 23-28 of the Broken Arrow Code provides for the closure of roads during construction. It provides that City personnel or contractors, while repairing or improving the streets of the city, and city personnel and utility companies, when installing, improving or repairing lines or other public facilities in the streets, are hereby authorized as necessary, subject to control by the City Manager, to close any street during the repair, maintenance or construction. Closure is, of course, predicated on the erection of proper control devices and barricades to warn and notify the public that the street has been closed to traffic.

The road closure will take effect at the entrance to Elm Place at Gum Street and just past the Leisure Park entrance along Charleston Street. A detour route will shift traffic to enter off of Elm Avenue on Waco Street or enter off of Florence Street from Ironwood Avenue for a duration of 3 weeks starting February 08, 2017.
