Approval of bids received and award the most advantageous bid to Casco Industries for the purchase of 110 Self-Contained Breathing Apparatus for the Fire Department

Background:
As part of the 2014 General Obligation Bond issue, $840,000.00 was allocated to replace the Fire Department’s aging fleet of self-contained breathing apparatus or SCBAs. Bonds for this project were sold in the Fall of 2016. The Fire Department solicited competitive bids from seven vendors of which the City received three bids, Casco Industries submitted two bids and Northern Safety submitted one. Casco Industries’ bid, “option two,” for $743,607.00 met all of the specifications contained within the documents. The bid submitted by Northern Safety in the amount of $734,158.53 was the lowest bid; however, their bid took exception to a battery option which Casco’s bid valued at $17,710.00.
After careful review of each bid received and consideration of the above mentioned exception, the Fire Department recommends that the bid from Casco in the amount $743,607.00 be awarded as it is the most cost advantageous for the City.
