Background:
The City's negotiation team began contract negotiations in April 2016 with the International Association of Firefighters Local #2551 for a Fiscal Year 2016-17 labor agreement. The negotiation team consisted of Michael Bates, Labor Relations Consultant, Jeremy Moore, Fire Chief, and Jannette McCormick, Human Resources Director. On December 21, 2016, the bargaining teams reached a tentative agreement. The local membership ratified the proposed agreement on January 13, 2017. The Collective Bargaining Agreement (CBA) is now being presented to the City Council for approval.

The proposed agreement provides for the following changes:

1. Administrative revisions to the Mileage Allowance and Vacations and Holidays articles.
2. Revisions to the Administrative Operating Procedures (AOP) including the incorporation of all existing Memorandums of Understanding (MOU) as part of the AOP.
3. Elimination of the cap for the Firefighter Specialist additional pay incentive. The Union agreed to dismiss with prejudice the pending grievance related to this pay incentive.
4. Employees at or above grade 304 are eligible for the Instructor II additional pay incentive. (Previously limited to employees at grade 305 or above.)
5. Safety Sunglasses (up to a maximum of $150) has been added as an item the City will replace as defined in the Uniform Allowance and Protective Gear article.
6. A 2.5% base wage increase for all bargaining unit members effective July 1, 2016.
7. An additional 3.5% step added to the salary schedule for all ranks effective January 1, 2017.
