Background:
The 23rd Street, Kenosha to Houston project is 80 percent funded by federal Surface Transportation Program (STP) funds and 20 percent by the City of Broken Arrow. Design of 23rd Street widenting and the bridge over State Highway 51 is complete, and right-of-way acquisition is proceeding. Oklahoma Department of Transportation (ODOT) has decided to widen State Highway 51 (the Broken Arrow Expressway) under and on both sides of the new bridge, and proposed that Infrastructure Solutions Group, LLC (ISG) (formerly Mehlberger Brawley Inc.) design the widening project because of their familiarity with the bridge and highway. ODOT has negotiated a fee of $110,000.00 with ISG for the design. ODOT is using soft match credits to provide 100% STP funding for the highway design. The ODOT - City agreement is attached. The Amendment to the A/E contract will be brought to the City Council for approval at a future meeting. Construction of the SH51 widening will be timed to coincide with the 23rd Street bridge construction to minimize disruption to the traveling public.
