Background:
At its meeting of May 16, 2016, the City Council approved an application for Fiscal Year 2016 Tulsa Urban County Community Development Block Grant (CDBG) funds for three (3) capital projects: (1) 8-inch waterline from Detroit Street to Greeley Street; (2) 5-foot-wide sidewalk on 4th Street from Detroit Street to Midway Avenue; and (3) 8-foot-wide multipurpose asphaltic concrete trail from 27th Street to 37th Street (209th E. Ave.). A public hearing was held at the Central Park Community Center to answer questions about the projects, but no one from the public attended. The Indian Nations Council of Governments (INCOG) conducted environmental studies of the projects and notified City staff on December 28, 2016 that the environmental release had been received for the Public Services and would be released for the Public Improvements on January 13, 2017. INCOG then submitted the attached Contracts for Public Improvements along with a Contract for Provision of Public Services for City Approval. Tulsa Urban County CDBG funding amounts to $258,300 for the waterline, $58,300 for the sidewalk, and $31,915 for the trail, for a total of $348,915. Funds to complete the trail (estimated at $351,085) will be from the 2014 Quality of Life GO Bond. The CDBG Public Services funding amounts to $61,502.

Funding for the City Share of the project is from the 2014 Quality of Life GO Bond.
