Background:
BACP-156 is a request to change the Comprehensive Plan designation on 5.85 acres of unplatted land from Level 4 (Commercial/Employment Nodes) to Level 6 (Regional Employment/Commercial) for Industrial Light (IL) use. This property is located northwest of the northwest corner of Kenosha Street and Oneta Road and is zoned A-1 (Agricultural).

If BACP-156 is approved, the applicant proposes to change the zoning on this property from A-1 to IL for an office-warehouse/storage facility. The zoning change request will be accompanied by a PUD application. A draft PUD has been submitted, with this comprehensive plan change request, for informational purposes only and notes that permitted uses include: mini-storage, self-storage, indoor boat and/or recreational vehicle storage, "trade center/office warehouse", warehousing, and wholesaling. Industrial uses that would not be allowed include all manufacturing, automotive service, motor freight terminal, recycling center, and open air storage.

The Planning Commission, in their meeting of December 15, 2016, reviewed recommended approval of BACP-156 (3-0 vote), subject to platting and a PUD be formally submitted that is similar in context to the PUD submitted with this Comprehensive Plan Change request, and modified as necessary through meetings with Staff. There were several people who spoke on this item regarding the proposed use, and screening.
